I have a long career in IT and Management Consultancy. I have worked for software companies, systems integrators large and small, management consultancies, and as an independent IT consultant. I have seen procurement from both sides – helping to write specifications and procurement processes for national procurements for the Police and other organisations. I have responded to more tenders than I can count and, like many suppliers, have wasted a huge amount of time bidding for tenders we were never going to win!
Government (but not just government) continue to make the same mistakes in the way they procure complex systems.
